Summary
P.T.O. II (also released in Japan as Teitoku no Ketsudan II) is a turn‑based naval strategy game that lets you command the fleets of the United States or Japan during World War II. Each turn is split into a move phase, where ships glide across a free‑form map, and a plan phase for allocating resources and issuing orders.
The Japanese campaign includes some unusual constraints: you can push forces through the Panama Canal to strike the U.S. mainland, but you cannot resupply in foreign ports like Bangkok, and damaged aircraft cannot be repaired or swapped for newer models. When your air corps or carrier wings are heavily depleted, you’re forced to reorganize the remaining planes into new formations rather than simply refilling them.
Technology upgrades—anti‑aircraft guns, radar, decryption units, missiles, and even flamethrowers—can be fitted to ships as they become available, letting the balance of power swing dramatically. The final Japanese scenario leans heavily on the battleship Yamato, demanding a near‑suicidal push against the Anglo‑American forces, and a full 1940‑1945 campaign runs roughly forty hours.
Critics were mixed: Famitsu gave the Super Famicom version a modest 23/40, GamePro praised the depth and the Saturn’s full‑motion videos but lamented the limited graphics and repetitive music, and GameSpot awarded a 5.3/10, noting the detailed yet accessible interface and the game’s appeal to history‑savvy, number‑loving players.
