Meanwhile the Agency scrambles F‑22 Raptors over the Colorado Rockies; Gabe and Lieutenant Jason Chance search the mountain for their plane and a box of PharCom data disks while operative Steven Archer tries to stop them.

Conspirators including Mara Aramov and Director Lyle Stevens arrange to sell the virus to rogue Chinese general Shi‑Hao. Lian awakens at a U.S. Air Force base where Morgan, Derek Falkan and Thomas Holman work with Dr. Elsa Weissinger to harvest infected plasma from test subjects, including PharCom CEO Jonathan Phagan. Morgan kills Phagan’s life support to hide the infection, then plans another raid on the PharCom Expo Center for an encryption disk. Lian kills Falkan, escapes in a helicopter, and joins Gabe to defeat Archer’s forces and recover the data.

After decrypting the PharCom files, Teresa discovers half the information is missing and must be with Russian SVR director Uri Gregorov, who appears in Moscow. Lian learns the man is an impostor working for Aramov; the real Gregorov is imprisoned in Aljir, a gulag that once held Lian. Gregorov reveals a plot to sell the virus to Shi‑Hao, and Lian is nearly killed by the virus before Gabe brings her back to the United States.

Back at Lawrence Mujari’s Virginia safehouse, Gabe trades the data for a vaccine. Director Stevens double‑crosses them in a New York lab; Gabe escapes, forces Weissinger to give the vaccine, and discovers Chance survived. A chase through NYPD SWAT and Agency troops ends with Gabe killing Stevens.

Gabe then confronts a heavily armored Chance who shoots Teresa. Gabe kills Chance with a shotgun, sending him into the helicopter blades.
