Storyline

The new council head, Toudou Mamoru, is put in charge of the event, but he has no intention of making amends; instead he plans to use the competition to crush rival schools. To further his scheme, he reinstates the notorious Double Dragons, even though they were expelled after kidnapping Mami. Unaware of his ulterior motives, three schools throw their hats in the ring: Nekketsu High School under Kunio, Hanazono High School led by Riki, and the Interschool Union commanded by Gouda.
